No More Health Insurance Fees for Older Expats in Kuwait

Kuwait has introduced a new policy that will exempt expatriates aged 60 and above without university degrees from paying health insurance fees. This decision comes after a Court of Appeal ruling earlier this year, which overturned Administrative Decision No. 27/2021 that imposed work permit restrictions on this group.

Key Details on the New Policy

The move is aimed at easing the financial burden on older expatriates and improving their access to healthcare. The Public Authority for Civil Information (PACI) reports that as of mid-2024, there are 97,622 expatriates who will benefit from this policy. 

Kuwait’s total expatriate population is approximately 3.36 million, with a significant portion, around 143,000, having university degrees. Other educational categories include those with high school diplomas, intermediate-level qualifications, and a large number with unspecified qualifications.

Impact on Older Expatriates

This shift in policy is expected to provide relief for many older expatriates who were previously burdened with high health insurance fees. It reflects Kuwait's response to concerns about the accessibility and affordability of healthcare for this demographic.
