Kuwait has officially raised the minimum age for marriage to 18, a move designed to protect children's rights and promote family stability. Minister of Justice Nasser Al Sumait announced that the change comes as part of a broader legislative reform aimed at ensuring young people are emotionally and socially mature before entering marriage.
New Law Aligns with International Standards
The Kuwaiti government has amended key articles of the Personal Status Law, including Article 26 of the Personal Status Law No. 51/1984 and Article 15 of the Jaafari Personal Status Law No. 124/2019. The legal amendments now ensure that no marriage can take place before the age of 18. This reform is in line with Kuwait’s commitments to international agreements like the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women.

Alarming Statistics Prompt Reform
Minister Al Sumait pointed to troubling statistics on child marriage in Kuwait. In 2024, a total of 1,145 underage marriages were registered, with 1,079 girls and 66 boys involved. These figures reflect a growing issue that calls for immediate action. Studies also show that divorce rates among minors are significantly higher than those among adults, with minors being twice as likely to divorce.
These concerning figures highlight the importance of addressing child marriage to protect young people and ensure they have the chance to reach emotional and social maturity before entering marriage.
Strengthening Family Stability
Al Sumait stressed that the legal reform is rooted in Kuwait’s constitutional commitment to protecting families and children. The Kuwaiti Constitution envisions the family as “the foundation of society” (Article 9) and mandates state protection of childhood and motherhood. Additionally, Article 10 of the Constitution requires the government to prevent the exploitation and neglect of minors.
By raising the minimum marriage age to 18, Kuwait is not only safeguarding young people but also working to reduce divorce rates and promote family cohesion.

A Step Toward a Stronger Society
Minister Al Sumait concluded that this change reflects Kuwait’s dedication to upholding international standards that protect children from early marriage. By ensuring that people marry only when they are fully prepared, Kuwait is fostering a society where families can thrive, and young people can develop into responsible adults. The reform is expected to play a key role in enhancing family stability, reducing divorce rates, and contributing to social development.
This decision marks an important step toward a strong, sustainable society that values the well-being of its youngest members.
