The Fourth Kuwait Master Plan 2040 divides the country into four regions: Kuwait's urban region, the northern economic region, the southern industrial region, and the western resources region.
- Kuwait's urban region will have a population of around 6,123,500 people by 2040, with 2,968,200 employment opportunities.
- The northern economic region will have a population of around 519,000 people, with employment opportunities for 171,800 people.
- The southern industrial region will have a population of around 486,000 people, with 157,000 employment opportunities.
- The western resources region will have a population of around 126,000 people, with 180 employment opportunities.
The Fourth Kuwait Master Plan 2040 focuses on using land for private housing, investments, commercial, and industrial purposes. The minister said that the expansion of these sectors will also require balanced infrastructure and public utilities to meet the needs of the population in 2040.
