The Kuwait Chamber of Commerce and Industry (KCCI) talked about the difficulties of transferring expatriate workers within Kuwait's market.

Officials from the International Labor Organization (ILO) and the International Organization of Employees (IOE) also contributed to the discussion.
In the discussion, attendees explained how the issue of transferring local expats has two sides. On one side, there are people who agree to the local transfer of workers and to increase the freedom of their movement because it is difficult to recruit new workers from abroad.
On the other hand, there are people who believe that controls should be implemented on transfers so that employers do not suffer the loss of their investment in terms of training, refining skills, and recruitment costs. These people take this stand considering the competition between sectors, companies, and institutions to attract competencies and reduce the shortage of labour supply.
The officials also discussed the social protection of expat workers in the private sector in Kuwait and they also talked about end-of-service gratuity.
